Support to the functionality of the National Facility for the prevention and management of food crises and disasters 



For decades the Republic of Niger has been affected by recurrent natural disasters, acute food shortages of a cyclical or structural type, as well as associated conflicts. The national system of prevention and management of disasters and food crises (DNPGCCA, in brief: Dispositif National, DN) was established in 1998. It is the central instrument of Government to address the impact of food and humanitarian crises. 

With German technical assistance, a coordinated control instrument supported by information technology is to enable monitoring and pre-conception of the related three-year plans. To identify of target groups and plan and implement disaster and food crisis prevention measures  in 8 regional units and 3 pilot communes of the Tillabéri region, the national monitoring system will be informed by gender-sensitive data from the respective global system. Staff of crisis prevention structures are capacitated in accordance with the DN mandate. After a decentral gender-sensitive M & E-system has been participartorily developed for the evaluation of activities and achieved effects of community structure, in the current second phase six additional communes will be made to profit from the inter-organizational M&S system, and measures such as DN communication plans will be implemented. A special concept will be drawn up to analyse and improve the situation of particularly vulnerable groups (women, young children, disabled people). 

Specifically, ECO Consult and AFC undertake the follwing steps: 

  • Selection of pilot municipalities and their description and analysis in terms of food security, among others assessment of the existing DN measures by the local population; 

  • Development of a model for institutionalization of the DN;

  • Development of a municipal planning mechanism that allows detailed planning, implementation and evaluation of assistance at community level;

  • Development of a concept for a community-based structure to improve the DN measures and their establishment (the need for infrastructure and equipment, training needs, cost estimation, etc.);

  • Involvement of civil society, in particular of women; 
     
  • Gender-sensitive planning and implementation of specific measures for groups at risk; 

  • Organization and implementation of training (in technical evaluation and census, analysis of needs, planning and management of micro-projects, computer training) and necessary procurement activities; 

  • Development of proposals for an effective and efficient participation of municipal structures at DN activities.
