The programme
consists of two regional sub-programmes, PRODABO (East) and
PRODALKA (South-west), which implement components 2 and 3 of
the programme coordinated by ECO-IRAM-AFC.
The programme is supported by eight DED volunteers. A decentralized
development fund of KfW finances projects from the population
when the sector coordination is taken up by the GTZ through
its advisory services at national level.
The programme's objective is an “improvement of the living
conditions of the population in the intervention zones of the
programme, and poverty reduction”. The first implementation
phase put an emphasis on the promotion of representative land
management bodies (Instances Locales d’Orientation et
de Décision – ILOD) integrating all communities
sharing a common ecological space like the wildlife reserve,
a watershed, a forest or connected lakes.
By integrating the traditional local leaders, these still informal
structures have obtained a model character in Chad for land
management by decentralised institutions of civil society. Their
role is to negotiate, define, implement and control local land
management conventions between different communities. The ILODs
have become the major partners of the project for the steering
and implementation of activities.
Local development plans approved by the government authorities
have been developed as the framework for sustainable natural
resources activities. In the forestry sector the interventions
comprised: afforestation, sustainable forest management. |
